UNSC: Categorizing terrorists as ‘bad or good’ on the basis of political convenience should stop immediately, India told the UN Council.

Releasing a concept note, India told the UN Council that terrorists should not be classified as bad or good, and thus doing good terrorism and bad terrorism would undermine the shared global commitment to fight against terrorism.

India is currently the current chair of the 15-nation UN Security Council and will hold two signing programs on reformed multilateralism and counter-terrorism on December 14-15 under the chairmanship of External Affairs Minister S Jaishankar.

India’s Permanent Representative to the United Nations Ruchira Kamboj has written a letter to Secretary-General Antonio Guterres ahead of the UN Council meeting.

In this letter, she mentioned serious issues like terrorism.

The letter notes that September 11, 2001, terrorist attacks in the US city of New York marked a turning point in the global approach to terrorism.

Since 2001, there have been terrorist attacks in Mumbai, Paris, and many parts of West Asia and Africa. It stated that those assaults spotlight that the danger of terrorism is severe and universal.

Terrorism in one part of the world seriously undermines peace and security in another part of the world.

Ruchira Kamboj said the terrorist threat is international. Terrorists and their co-supporters, supporters, and sponsors reside in different jurisdictions to organize all activities in the world.

Kamboj similarly stated that terrorism needs to be condemned in all its bureaucracy and manifestations. There may be no exception or justification for any act of terrorism.

Ruchira said the threat posed by terrorist groups taking refuge in the Levant-Khorasan, Al-Qaeda, and Afghanistan in the Indian subcontinent after the capture of Kabul by the Taliban in August 2021 remains high.

India put forward this proposal.

India has proposed to hold a Security Council briefing on ‘Global Counter-Terrorism Approach – Principles and Way Forward’ under ‘Threats to International Peace and Security due to Terrorist Acts’ on 15 December.
