India and other countries of the G4 group want reforms in UNSC. A subject matter with the rules of UNGA is required to protect IGN.

India and three other countries of the G4 group, seeking permanent membership in the UN Security Council (UNSC), said that the format of the Inter-Governmental Negotiations, IGN) can be saved only if the negotiations in the UNSC are reformed.

The content should be one and in the process comply with the rules of the United Nations General Assembly. Other countries in the G4 group are Brazil, Japan, and Germany.

At the same time, ‘single text or dialogue based on the same content’ means discussion based on a single document to which other broad interests of stakeholders are attached.

The first meeting of the IGN on reform of the Security Council in the 75th session of the General Assembly was held on Monday.

During the meeting, the G4 member countries said that to save the IGN format, there needs to be a content-based dialogue reflecting the stance adopted by the member countries in the last 12 years and the second United Nations General Assembly process.

Without two of India, Brazil, Japan, and Germany attending this meeting, it cannot remain a platform for long where the pending amendments are completed.

Germany’s Permanent Representative at the United Nations Christoph Hüssgen said on behalf of the G4 member states, “If these criteria are not met this year, IGN will lose its purpose for us.”

The group underlined that if a document was not discussed before the fourth meeting of the IGN this year and the General Assembly’s Procedure Rules did not apply, ‘the debate would be transferred back to the General Assembly as part of the formal process’ which many members of the United Nations would like Huh.

“We fully believe that in order to ‘reinvigorate’ in the debate, we have to start the right dialogue and the dialogue should be based on single text and the process of the General Assembly,” he said. As a G-4, we are ready to work with you in an open, transparent manner and result-focused manner.
