Center Makes It Difficult For Punjab Government

Center makes it difficult for the Punjab government, stringent rules for payment of crops to farmers. The central government has created another difficulty for the Punjab government.

The central government has issued new instructions for the payment of crops to the state government amid protests from farmers on the Delhi borders over three agricultural laws.

The central government has said that the farmers should be paid the crops directly in their account. Along with this, the farmers who sell the crops will also have to give details of their land.

The Punjab Arhati Association (Kalra Group) has announced a strike from April 1, against the central government’s move, while the Cheema Group has called a meeting today.

Center makes it difficult for the Punjab government: Payment of wheat purchase will be in farmers’ accounts, the land record will have to be given.

The Union Food and Supplies Ministry has issued two successive letters to the Punjab government asking the farmers to pay for the purchase of their crops directly in their bank accounts.

It is currently arranged that payments to farmers are made through factions. Along with this, another letter has been issued stating that farmers who sell crops on the Grain Purchase Portal will also give a record of their land.

In such a situation, the issue of direct payment to the farmers may become a sore throat for the Punjab government.

Food Ministry asked the Punjab government to amend the APMC Act 1961.

It was also said that this record should be sent to the Ministry so that they can also get it verified through FCI whenever they want.

The FCI has issued a letter asking that the state government first make changes to its APMC Act 1961 (APMC Act 1961) before the Rabi season begins.

Now, this is the system.

Presently, the procurement agencies of the Center and the state carry out crop procurement through stockings. The farmers bring the crop to their agent and arrange for the cleaning of the crop etc.

The grain procured by the procurement agencies is paid on sending the bills to the jobbers and the agents make online payments to the farmers’ accounts.

This arrangement was made by Captain Amarinder Singh’s government by amending the APMC three years ago.

Even before this, the issue of direct payment to farmers has been hot. During the Akali-BJP coalition government, the High Court had also ordered the farmers to pay the crop from the check.

The factions opposed this, then the then Chief Minister Prakash Singh Badal, while taking out the middle path, said that the decision should be left to the farmers whether they want to take payment from the agency or from the faction.

The faction association one group announced to go on strike from April 1, the other called a meeting today.

Against these letters of the central government, Punjab Adhati Association head Vijay Kalra announced a strike from April 1, while the head of the adhati association Cheema Group, Rabar Singh Cheema said that a meeting has been called in Khanna on Sunday.

These letters are part of the division of farmers and jobbers. Captain Sarkar has not yet informed the Central Government about the APMC Act.

The Act provides that these farmers will decide from whom they have to take payment. This pressure is being created to break down the archaists from the agitation against the agrarian laws.

Center makes it difficult for the Punjab government: The matter also arose in the Legislative Assembly.

The matter also arose in the Assembly on Friday. Aman Arora, MLA of the Aam Aadmi Party, raised this and said that this year, wheat procurement of 24 thousand crore rupees has to be done.

In Punjab, people who do farming on contract land, how will they be paid. How will they give the number of lands. He expressed apprehension that this decision of the Central Government would ruin the system of mandis.

He also demanded the formation of a House committee in this matter but no response was given from the government. The state government has also not taken any decision in this matter so far.
