A senior ministry official said that despite there being intelligence inputs about the demonstrations, the Punjab Police did not follow the ‘Blue Book’ rules.
Guidelines related to the security of the Prime Minister have been given in the Blue Book of the Special Protection Group (SPG).
The official said that as per the Blue Book, the state police have to prepare a contingency route in advance for any adverse situation, as seen in Punjab.
He said that the Intelligence Bureau officials were in constant touch with Punjab Police and informed them about the demonstrations and Punjab Police had also assured full security.
He told that the SPG personnel live in a circle around the PM, but the responsibility of the rest of the security measures is in the hands of the state government.
The state police inform the SPG about the change in the situation and accordingly the activity of the VIP is changed.
The Ministry of Home Affairs has now sought information from Punjab Police regarding the deployment of security forces, barricades, and other measures adopted for security at the respective places.
The official said a report has been sought from intelligence agencies in the matter of security lapses.
