The state government has already started a campaign to terminate the services of anti-national elements sitting in government departments and send them home.

Sources concerned said that the police and intelligence agencies have been directed to trace all those people and companies who are directly or indirectly getting contracts for government schemes.

He said that in a meeting held in May last under the chairmanship of Lieutenant Governor Manoj Sinha, there has been an intense discussion on this subject.

On May 10, the General Administrative Department had issued a notice to the administrative secretaries of all the departments asking them to take cognizance of the meeting held under the chairmanship of the Lieutenant Governor in May and take action on the decision taken in it and submit their report.

According to sources, the state government has taken this step after taking cognizance of reports that many former terrorists who have joined various political parties after giving up their guns are doing contracts.

They have also got the contract to complete many sensitive works comfortably. They also provide a part of the earnings through contracts for alleged anti-national activities.

In many cases, it has been seen that the contract is received by some company or some other person and these people are doing the work.

Apart from this, under the guise of getting contracts for work related to government departments, these elements increase their penetration in the government machinery and use it for anti-national and terrorist activities.

Kashmir affairs expert and journalist Bilal Rashid said that there are both positive and negative sides to this decision of the government.

He said that we have seen many times that there are some old terrorists who have become big traders and contractors overnight after giving up the gun.

These people also get orders for the supply of different types of goods in various government construction schemes and various government departments.

The government must also keep in mind that if a former terrorist has given up the gun completely and is leading a normal life, his employment is not affected under this new order.

Registration would have taken place under the 1956 Act:

The registration of contractors in J&K takes place under a law passed by the J&K Legislative Assembly in 1956.

Nowhere in this law is it written that any contractor engaged in anti-government and anti-national activities should be debarred from submitting a tender or receiving tender.

In Jammu and Kashmir, the contractor has to get himself verified by the police to get himself registered. This police investigation is also called character verification.
