In a landmark political and military development, the Government of Pakistan has moved to amend its Constitution by introducing the 27th Amendment Bill, which creates a new and powerful position — the Chief of Defence Forces (CDF). This newly established post will be held by Pakistan Army Chief General Asim Munir, marking a major shift in the nation’s defence command structure.
The bill was introduced and passed overnight by the Pakistani Parliament, signaling both urgency and high-level consensus within the ruling coalition. According to government sources, the new Chief of Defence Forces role has been created to enhance joint coordination among Pakistan’s three armed wings — the Army, Navy, and Air Force. Traditionally, the Army Chief has been considered the most powerful position within Pakistan’s military framework. However, the creation of the Chief of Defence Forces introduces a new top-tier rank that formally places one individual in charge of all three branches of the military.
The CDF, as per the new law, will be appointed by the President, based on recommendations from the Prime Minister and the National Strategic Command Authority. The new role also includes expanded powers related to national defence planning and inter-services coordination.
Political observers believe that the move comes in direct response to Operation Sindoor, a recent four-day military confrontation between India and Pakistan that left the latter shaken.
According to Pakistani media reports, the operation exposed serious coordination gaps within Pakistan’s military. During the confrontation, several Pakistani aircraft, including advanced F-16 fighter jets, were reportedly shot down by the Indian Air Force.
Following the ceasefire, Pakistani authorities faced mounting pressure to reform their defence strategy and command structure. Shortly after, General Asim Munir was promoted to the rank of Field Marshal — the second-highest military rank in Pakistan’s Army. Now, with this constitutional amendment, he will hold the unprecedented position of Chief of Defence Forces, overseeing all three services directly.
Analysts suggest that this move not only strengthens Asim Munir’s control over Pakistan’s military but also signals Islamabad’s strategic recalibration in the wake of its recent defeats. The constitutional amendment is being seen as both a political maneuver by the Sharif government and a defensive reaction to India’s growing regional dominance.
While the Pakistani government portrays this as a reform aimed at better defence coordination, critics fear it could further blur the line between military and civilian authority — a recurring issue in Pakistan’s political history.
