Because Andhakasura is a human and he cannot kill a human. Trishul then told Shiva that if he kills Andhakasura he would lose all his divine power, yet Trishul would go and kill him.
Trishul went ahead and killed Andhakasura, after that Trishul lost its powers. Lord Shankar took it to all the auspicious places to give powers to his Trishul again.
Meanwhile, Shiva forced this Trishul into the water of the river Narmada with force.
