It was Manthara who reminded Kaikeyi of her old promise. After listening to Manthara, Kaikeyi started worrying day and night about Bharat.

After this, when Kaikeyi asked Manthara for the solution, Manthara reminded Kaikeyi that once King Dasaratha had asked her to ask for a boon, and now is the right time.

Manthara asked Kaikeyi to ask Maharaja for one boon, the kingdom of Ayodhya to Bharat, and exile to Ram in another boon.

After this, Kaikeyi reached Maharaj Dasharatha to ask for a boon and asked for a forest for Shriram in the boon. Because of this, King Dasharatha had to send Ram to the forest even against his will.
