Several agencies and security forces in Jammu and Kashmir have started making lists of civilians who may be the target of terrorists.
For this, they have also started the groundwork. After which a plan will be prepared for the safety of these citizens.
According to sources, the agencies have started working on the plan after the recent security review meeting chaired by Union Home Minister Amit Shah.
It is known that a few days ago officials of various agencies visited Jammu and Kashmir to prepare a roadmap for this and to gather information on the ground level.

Central government’s decree to agencies: The Union Territory has seen a huge increase in the killings of civilians since October last year.
The Home Ministry has entrusted the task of registering a case to the NIA to investigate the larger conspiracy behind the killings of civilians.
A top-level official has confirmed that a meeting has been held in this regard this month.
Concerns were expressed about target killing in the meeting and it has been decided and directed to identify potential targets by analyzing patterns, data, and other information.
Intelligence agencies were asked to provide ground-level intelligence and the local administration has been asked to prepare a plan to protect these potential targets.
It is learned that once all the security and intelligence agencies have identified the vulnerable areas and those in danger, the central forces will be asked to provide security to them.
Since it is not possible to provide security to an individual, the agencies are making different plans for their safety.
A source said that the patterns of regions and timings have been analyzed. Most of the target killings happened in the afternoon or evening.
It has been found that terrorists, after killing people, leave the spot with the same pattern.
In July this year, the central government said that 118 civilians, including five Kashmiri Pandits and 16 other Hindus and Sikhs, have been killed in J&K since the abrogation of Article 370 in 2019.
