Amit Kaul – For Digital Desk, Bengaluru: August 25, 2026 – The National Investigation Agency (NIA) has arrested Md Karamullah Ansari, a ward councillor and son of Parsa Nagar Panchayat chairperson Aisha Khatun, in connection with an investigation into an alleged interstate network involving sophisticated prohibited-bore weapons.
Ansari was apprehended from Saran district in Bihar in a joint operation involving the NIA and Bihar Special Task Force. Local reports identified him as the son of Aisha Khatun and said the operation was conducted at the family’s premises in Chetan Parsa.
The arrest is connected to NIA case RC-11/2024/NIA/DLI, which concerns the recovery of an AK-47 rifle and ammunition in Muzaffarpur district. The NIA’s official case database identifies RC-11/2024/NIA/DLI as the case relating to the recovery of AK-47 arms and ammunition in the Fakuli police station area.
The development adds another accused to an investigation that has expanded significantly since the original weapon seizure in 2024.

Investigators allege that Karamullah conspired with other accused persons to smuggle sophisticated prohibited-bore weapons from Nagaland to Bihar.
The alleged network is significant from a security perspective because the case is not being treated merely as an isolated instance of illegal possession of a firearm. The NIA’s FIR describes the accused in the original case as being connected with a larger network engaged in the illegal sale and purchase of prohibited arms and ammunition, with a supply chain extending across multiple states.
That interstate dimension appears to be central to the investigation: authorities are attempting to establish how weapons were procured, transported and distributed, as well as who financed, facilitated or received them.
The allegations against individual accused, including Karamullah, remain subject to investigation and judicial proceedings.
Karamullah had been on investigators’ radar for some time.
On December 18, 2024, the NIA conducted a lengthy search at premises linked to Parsa Nagar Panchayat chairperson Aisha Khatun and her family in Chetan Parsa. Contemporary local reporting identified Karamullah as her son and a ward councillor.
The latest action therefore represents a continuation of an investigation stretching back nearly two years rather than an entirely new case.
Reports surrounding the August 2026 operation said NIA personnel again searched the premises before taking Karamullah into custody.
The investigation traces its origins to May 7, 2024, when Bihar Police registered a case at Fakuli police station in Muzaffarpur.
According to the NIA FIR, the underlying Bihar Police case concerned an alleged network dealing in prohibited arms and ammunition. The place of occurrence was identified as Mankuali Road near Mudghutia in the Fakuli police station jurisdiction.
An AK-47 rifle fitted with an optical device and live ammunition was recovered near the Murghatiya Bridge area, according to subsequent reports on the investigation. Four accused were initially arrested.
The seriousness and interstate nature of the alleged network eventually resulted in the investigation being transferred to the NIA. The central agency formally registered RC-11/2024/NIA/DLI on August 5, 2024, following an August 2 order from the Ministry of Home Affairs.
Since taking over the case, the NIA has gradually widened its investigation and filed supplementary charge sheets against several accused.
On May 8, 2025, the agency filed its first supplementary charge sheet against Vikash Kumar, Satyam Kumar, Devmani Rai and Ahmad Ansari, including allegations under Section 120B of the Indian Penal Code and Sections 13 and 18 of the Unlawful Activities (Prevention) Act.
A second supplementary charge sheet was subsequently filed against Manjoor Khan on February 20, 2026, followed by another against Kundan Kumar alias Kundan Bhagat on April 15, 2026. The allegations in those filings include provisions of the IPC, Arms Act and UAPA.
These successive filings illustrate how investigators have been attempting to reconstruct what they allege was a wider supply chain rather than limiting the investigation to the people caught with the weapon.
Karamullah’s arrest also comes only days after another significant development in the same investigation.
On August 19, 2026, the NIA arrested absconding accused Bhairav Tripathi in connection with the AK-47 recovery case.
According to the agency’s account reported at the time, Tripathi allegedly conspired with other accused to move sophisticated prohibited-bore weapons and rifles from Nagaland to Bihar.
The arrests of Tripathi and Karamullah within days of each other indicate that the investigation remains active despite the original seizure having occurred more than two years ago.
The wider significance of the investigation lies in the alleged Nagaland-to-Bihar arms supply route.
An AK-47 is a prohibited military-style weapon, making the alleged trafficking of such firearms fundamentally different from routine cases involving locally manufactured illegal pistols.
Investigators will therefore be seeking to determine the complete chain: where the weapons originated, who arranged their procurement, how they were transported across state borders, who financed the transactions and where the weapons were ultimately intended to go.
The case has already resulted in multiple arrests, searches and supplementary charge sheets, suggesting that investigators believe several individuals may have played different roles in the alleged network.
Karamullah Ansari’s arrest gives the NIA another opportunity to examine those links and potentially identify additional suspects, financial trails or logistical channels.

For now, however, the allegations against him and the other accused must be treated as allegations pending adjudication. The NIA investigation into RC-11/2024/NIA/DLI remains underway.
