The proposal follows India’s Letter of Request issued in May and the Defence Acquisition Council’s Acceptance of Necessity for the programme in February 2026. The eventual contract would still require the completion of negotiations and acquisition procedures before approval by the Cabinet Committee on Security.

But the significance of the proposed purchase extends far beyond simply adding another 114 aircraft to the Indian Air Force (IAF).

It is fundamentally about closing an immediate fighter-aircraft gap while India’s indigenous combat-aircraft ecosystem catches up.

According to parliamentary defence analysis, the IAF had 31 active fighter squadrons against an authorised strength of 42 as of December 2024. Subsequent retirements have made the situation even more challenging.

That is the strategic context in which the Rafale acquisition needs to be understood.

Why India needs more Rafales

The IAF’s problem is not simply the number of aircraft it possesses. It is the combination of fighter-squadron strength, ageing platforms, induction timelines and the complexity of maintaining combat readiness across multiple fronts.

India is simultaneously developing the Tejas Mk-1A, Tejas Mk-2 and the fifth-generation Advanced Medium Combat Aircraft (AMCA). These programmes are critical to India’s long-term objective of reducing dependence on imported fighters.

However, developing and mass-producing a sophisticated combat aircraft takes years. That creates an operational gap.

The Rafale is therefore being positioned as a near- to medium-term capability bridge: an already operational multirole fighter that can be inducted while indigenous platforms mature.

India already operates 36 Rafales acquired under the 2016 contract. Dassault confirms that India signed the contract for those 36 aircraft in September 2016.

The proposed 114-aircraft acquisition would transform the Rafale from a relatively small fleet into one of the IAF’s principal fighter families.

And there is another important factor: India has already developed experience in operating, maintaining and deploying the Rafale.

That reduces some of the risks associated with introducing an entirely new fighter type.

The bigger story: Rafale production in India

The proposed programme is also substantially different from the 2016 purchase.

The current plan envisages 18 aircraft being delivered in fly-away condition, with 96 assembled or manufactured in India. Earlier reporting indicated that the programme is intended to involve an Indian industrial partner working with Dassault Aviation.

The indigenous-content requirements are particularly significant.

India has sought increasing levels of local content for the aircraft produced domestically, with reporting indicating an initial threshold of around 40% and an ambition to reach approximately 60% in the final batch.

This makes the programme more than an aircraft purchase.

It could become a major aerospace-industrial project, involving manufacturing, systems integration, component production, maintenance and technology absorption.

For India, that matters because the strategic value of a fighter fleet depends not only on the aircraft themselves but also on whether the country can sustain them during prolonged operations.

The Rafale is a twin-engine, multirole combat aircraft designed to undertake air superiority, interception, precision strike, reconnaissance, and maritime missions.

Its greatest advantage is arguably not any single weapon or sensor, but the way its systems are integrated.

1. RBE2-AESA radar

The aircraft’s Thales RBE2-AESA active electronically scanned array radar is one of its most important sensors.

According to Dassault Aviation, the radar can detect and track multiple air targets in look-up and look-down conditions, including in adverse weather and severe electronic-jamming environments. It can also generate three-dimensional terrain information and high-resolution ground maps and track multiple naval targets.

That gives the Rafale a broad mission envelope.

The radar is also designed to work with the Meteor beyond-visual-range air-to-air missile, combining long-range detection and engagement capabilities in air combat.

For India, this combination is particularly important because modern aerial warfare increasingly depends on detecting, identifying, and engaging an opponent before entering traditional visual-range combat.

2. SPECTRA electronic warfare system

Another major strength is SPECTRA, the Rafale’s integrated electronic-warfare suite.

SPECTRA provides warning against radar, missile, and laser threats and helps identify and locate hostile emitters. It can support the pilot through electronic jamming, infrared and electromagnetic decoys, and evasive manoeuvres.

This matters because survivability in modern combat is not determined simply by speed or manoeuvrability.

A fighter must be able to detect threats, understand the electromagnetic environment, and react rapidly.

SPECTRA contributes to that survivability.

3. Passive sensing through FSO

The Rafale also possesses a passive sensing capability through its Front Sector Optronics (FSO) system.

Unlike radar, passive sensors do not need to transmit electromagnetic energy to detect targets.

Dassault says the FSO uses visible and infrared optronic capabilities for long-range detection, identification, and tracking and can operate despite radar jamming.

The combination of active radar and passive sensors therefore provides the pilot with multiple ways to build an operational picture.

4. Sensor fusion and pilot workload

The Rafale’s advantage is amplified by its integrated avionics architecture.

Dassault describes its mission-processing system as combining information from the RBE2-AESA radar, FSO, SPECTRA, identification systems, weapon sensors and battlefield data links.

In practical terms, the objective is to convert large amounts of sensor information into a coherent tactical picture.

That is increasingly crucial in modern air combat, where pilots can be overwhelmed by the volume and speed of information generated by aircraft, missiles, radars, satellites and ground-based systems.

Why the Indian version could be especially important

India is not simply looking for an off-the-shelf Rafale fleet.

It wants the aircraft to become increasingly integrated into its own military ecosystem, including Indian weapons, secure communications and indigenous battlefield networks.

That could eventually make the Indian Rafale more deeply integrated with the country’s wider sensor and command architecture.

The proposed local manufacturing programme could also strengthen India’s aerospace supply chain and create capabilities that could eventually benefit other indigenous programmes.

The potential partnership involving French companies such as Dassault, Safran and Thales is therefore strategically important beyond the Rafale itself.

The most important question is whether buying 114 Rafales could undermine India’s indigenous fighter ambitions.

The answer depends largely on execution.

India cannot afford for imported fighters to become a substitute for Tejas Mk-2 or AMCA. Instead, the Rafale should function as a capability bridge and technological catalyst while domestic programmes mature.

Dassault itself says the Rafale has been designed to incorporate new capabilities throughout its service life. Its F4 standard is focused on enhanced networked combat capabilities, while the future F5 standard is aimed at collaborative combat and advanced weapon systems.

That upgrade potential is one reason the platform remains relevant despite the emergence of newer-generation fighters.

The proposed Rafale programme is ultimately about three things: numbers, capability and industrial capacity.

India urgently needs more combat aircraft. The Rafale offers a mature and combat-proven multirole platform while indigenous fighters continue their development journey.

But the more consequential aspect could be the industrial component.

If India succeeds in establishing a large-scale Rafale manufacturing and support ecosystem, absorbing meaningful technology, developing domestic suppliers, and integrating Indian weapons and systems, the programme could become a stepping stone toward greater aerospace self-reliance.

The challenge will be cost, delivery schedules, technology-transfer terms and ensuring that the programme complements rather than crowds out investment in Tejas, AMCA and other indigenous systems.
